Background:
The .00 Hawaii silver certificate overprint note is one of a series of notes (1 Silver Certificate and 3 Federal Reserve Notes) printed during World War II as an emergency issue after the attack on Pearl Harbor. The intent of the overprints was to easily identify any currency captured by Japanese forces in the event of an invasion of Hawaii. The government could then render the bills worthless due to their easy identification. The new overprinted notes were first issued in June 1942. Government officials declared the use of non-overprinted notes redundant and ordered all Hawaii residents hand over their non-overprinted notes in exchange for the Hawaii-stamped notes by July 15, 1942. Starting August 15, 1942, no other paper currency could be used.
The HAWAII stamped notes continued in use until October 1944. By April 1946, the notes were recalled(200 million dollars) and then destroyed by the military. The few surviving notes remain legal at face value.
To this day, the notes remain highly collectible, especially in uncirculated high grades (60 and above). The A-C, L-C, Y-B,  and Z-B blocks are highly desired because of the lower print numbers and scarcity as compared to the much more common C-C, P-C and S-C blocks. While Hawaii Star Notes are rare and desirable, t
he very rare F-C Block remains the most highly desired and coveted because of the extremely low print number.
Only a very small fraction of the notes grade 66 or better.
